SPECIAL BOARD MEETING—AUGUST 13, 2009
Chairman Fahey called the meeting to order at 7:30 PM. Present Board members Fahey, Gundlach, Zweifel and Clerk Christen as well as 6 citizens.
Purpose of the meeting was to discuss the need for a new snowplow truck and exceeding the highway budget for the purchase.
Chairman Fahey explained in detail the need for the purchase and answered all questions presented by the residents. The truck being considered is a 2-wheel drive truck being added to the fleet not replacing anything. Our other trucks are 4-wheel drive and the newest (PeterBuilt) is 10 years old. The last 2 snow seasons have been very hard on the trucks and we have had some major down time with the Peterbuilt and expensive repairs. The new truck would be used mainly to plow out the subdivisions and the bigger trucks would cover the town roads. This should shorten the amount of time it takes to clear roads depending on the severity of a storm. Chairman Fahey also explained that we have about $90,000 in the Equipment Replacement fund and that the amount that would need to be borrowed for the purchase would $50,000 –$60,000. The final amount has not been determined, as the complete truck price has not been agreed upon.
Alton then made a motion to reflect the adjustment of exceeding the Equipment budget by the amount needed to complete the purchase but not to be capped to purchase a 2-wheel drive snowplow truck. Jim Paterson seconds the motion. Chairman Fahey then asked if there were any questions. There being none he asked if those present were in favor of the motion- all ayes, those not in favor- none. It was a unanimous vote in favor of the motion to exceed the Equipment/Highway budget by the amount necessary to purchase the truck, after the Equipment CDs are applied, with no cap.
Motion to adjourn the special meeting and move into Closed Session per SS19.85(C) to review Town bank accounts/investments was made by Chairman Fahey and second by Supervisor Gundlach.
