REGULAR BOARD MEETING

REGULAR BOARD MEETING-----MARCH 8, 2010

Chairman Fahey called the meeting to order at 7:30 PM. The board members, clerk and 13 people were in attendance.
February minutes were approved. Motion Zweifel/ Gundlach.
Treasurer Gruber- Hagen submitted a report showing a balance at the end of February of $307,285.43. The County Treasurer had settled with the town and the monies had been paid to the schools. Motion to approve Gundlach/ Zweifel
ANNOUNCEMENTS:
The Belleville Fire and EMS Qtr. Meeting was to be held March 9, Chair Fahey and Supervisor Gundlach would be attending.
The Green County Days is to be held on April 1, 2010. Any board members planning to attend would need to RSVP to the clerk by March 31, 2010.
CITIZEN INPUT:
Danny Morgan was present to ask what could be done about the vacant house trailer and restaurant around her residence. She feels the un-kept properties are bringing down the value of her house as well as the other area houses. She has her property for sale and has had to lower the selling price as no one wants to even look at it once they see the vacant properties. She has started a petition to dispose of the 2 buildings. Chairman Fahey asked whom she was intending to submit the petition to. She stated the Town and the County. Chair Fahey informed her that the Town could not do anything, as the County does not consider the properties "public health hazards" and the taxes are paid. The Town can not enter into deciding whose property looks "good" or not. Chair Fahey stated the town has been able to require that all abandoned vehicles are removed and that all power has been cut to the properties, limiting fire hazards. Chair Fahey stated regretfully that there was not anything more that the Town could do.
Betty Grotophorst was present to ask why the snowmobile trail was cutting through the ditch in front of her house and across her driveway. She stated the snowmobiles were on her property without her permission. Chair Fahey stated that when the trails were staked in the fall that there was still standing corn and the trail had to go around the fields. Traveling in the ditch allowed access and the ditch is the road right away not her personal property. Unfortunately any travel on her property was unfortunate not every snowmobile is disrespectful and the area snowmobile clubs set the trails up. The town has no control over it.
Assessor Craig Galhouse was present to request the town consider 2010 BOR. The board set Wednesday, June 2, 2010 from 7 PM to 9PM as BOR and Craig then set Open Book for Saturday, May 15, 2010 from 9 AM to 11 AM.
OLD BUSINESS:
Patrolman Sherman requested the board set up an afternoon to travel with him to visit salt sheds in the nearby area to consider various options. The board would discuss possible dates and get back to Alton and the clerk.
NEW BUSINESS:
Park Committee Chair Deb Broge was present to present the committees choice for playground equipment at the park. She discussed the various options from the companies that bid. The committee recommended a set form Lee Recreation, the cost being $7,418.00. The set would need to be ordered by March 19th to get the pricing benefit and would need to be paid with in 30 days of arrival in Wisconsin. Lee Recreation would store the equipment free of charge until it can be installed. The set incorporates a toddler swing set, climbing structure and a slide. The Committee would be applying pea gravel as a base. Volunteers would install it and the committee would start an immediate fundraiser to replenish the Park Fund. A motion by Supervisor Gundlach was made to approve the purchase of the equipment for the set price of $7,418.00, second by Zweifel. All ayes motion approved.
Recycling Center Manager Marc Peterson was present to inform the board of the fee schedule the committee would like to implement at the center beginning April 3, 2010. There would be 2 fees charged for large items. $25 for queen and larger mattresses or box springs, sofas, carpet, playground equipment or swing sets and $15 for single or double mattresses or box springs, love seats or couch sections, recliner chairs, dressers or desks. Large items such as hot tubs, boats or extra large items will not be accepted at all. The list is not all-inclusive. The resident would need to pay for the fee by check at the town office and obtain a receipt to expedite disposal at the center or at the center. A Large Item Receipt must be presented to the staff before unloading any items. Motion to approve the fee structure made by Zweifel, second by Gundlach, all ayes, motion approved.
Chairman Fahey then explained the fire truck loan renewal with the Belleville Community Bank for the portion remaining of the fire truck loan. It would renew for 3 years at 3.4% for the amount of $83,075.87. Supervisor Gundlach made a motion to approve the loan renewal at the stated rate, second by Zweifel, all ayes, motion approved.
Bills were then discussed and approved with a motion from Zweifel, second Gundlach.
Motion to adjourn into Closed Session, Gundlach, second by Zweifel.
Board entered into Closed Session at 8:45 PM.
Board re-convened to open session at 10:15 PM, motion to adjourn the meeting by Zweifel, second by Gundlach. Meeting adjourned.
